  Artefact comments not exported in Leap2A properly

Bug description:
  tested on Mahara 16.10dev

  Public comments on artefacts and pages are automatically exported when
  choosing Leap2A. However, you only see "Comment" when you import the
  portfolio into a new account. That is not very good as we might as
  well not import the comment text. ;-)

  The public comments should be exported with the proper text. Attached
  comment files are being taken along correctly.
