To match up with what moodle do with xmlrpc

  SSL keypair commonname too long

Status in Mahara:
  Fix Committed

Bug description:
  If the url for the site is longer than 64 chars then it won't play
  well with moodle

  We need to truncate the commonname to 64 chars
