Bug 1033073 Change ability to hide tutors from group membership display.

This patch changes the current toggle options for group membership display
to a dropdown that allows a group admin to choose whether tutors are
displayed or not.

  Hide group tutors

Bug description:
  Sometimes a teacher may wish not to display tutors to the standard
  group members. An additional group setting to "Hide group members"
  would then be to just hide tutors from the regular members of a group
  and / or the general public.

  Thus,

  Hide membership: hide everybody, hide only tutors
  Hide membership from members: hide everyone, hide only tutors
