  Deleting a theme brakes profile page theme for new users

Bug description:
  When deleting old theme and there is still one institution with that
  theme set:

  if a new user is created before the institution theme is updated to
  new one, the profile page for new user will be created with the old
  theme. As the old theme is not available any more, the profile page
  will be displayed with default theme and will only be possible to
  change through the DB.
