Public bug reported:

The top level navigation says Administration -> Institutions and then
the first item is "Institutions" again. Only site admins see a list of
institutions. Normally, institution admins are taken directly into their
settings page.

Furthermore, we use "Pages", "Collections" etc. for other elements and
select the institution first.
