Public bug reported:

When an administrator wants to change basic information about a user on
/admin/users/edit.php?id= they can do so for the email address and a few
other settings, but they need to log into the user account to change the
first, last and display name or use a CSV file to do so.

It would be better to display the first, last and display name in the
account settings page for the admin to make a change easily if the name
can be changed.
