  refactor artefactshooser for blog and blogposts

Bug description:
  For blocktypes: blog, blogpost and recentposts

  When we add a journal related block to a page, we use the
  artefactchooser pieform element.

  We need to refactor the way it decides which artefacts can be
  displayed in the edit box for the user to choose from.

  At the moment we have duplicated code in each blocktype library, where
  we define a filter with the artefacts id that can be displayed.
