  Change "OAuth" to "External apps" in "Web services"

Bug description:
  Mahara 17.04master

  Change "OAuth" to "External apps" in "Web services" so that it's
  easier for non-tech administrators to realize that they are hooking up
  external applications rather than just dealing with OAuth.

  This is due to the fact that we now have LTI available as well and
  users wouldn't necessarily look for connecting LTI under "OAuth" but
  rather "External apps".
