  SimpleSamlPHP missing modules warning needs php7 vs php5 error

Bug description:
  Currently if the mcrypt and memcache php modules are missing the
  warning messages mention how to install them for PHP5

  We need to check if the user is on PHP7 and give instructions on how
  to install them for PHP7
