Bug 1686336: Allow matrix page to be visible to secret url users

Also do not show the annotation feedback comment form if not logged in
Also goto the matrix page if exists and the token cookie doesn't
rather than frist page of collection

Bug description:
  Mahara 16.10+

  When you set up a SmartEvidence collection and make that available via
  secret URL, you can't access the matrix page.

  How to replicate:

  1. Set up a SmartEvidence collection.
  2. Share it via secret URL.
  3. Access the secret URL as somebody else who is not logged in. 

  Expected behavior: You are taken to the SmartEvidence overview page when you click the URL.
  Actual behavior: You end up on page 2 of the collection and navigating to "Previous" asks you to log in.
