Bug 1677038: Checks if framework plugin is installed

Checks if the framework plugin is installed
before deleting trying to delete a record in
a framework table.

Bug description:
  from WR https://wrms.catalyst.net.nz/wr.php?request_id=271024

  in mahara.org we dont have smartevidence plugin installed, but when we
  try to delete a user Mahara will try to delete information from a
  smartevidence table. This makes throws an unrecoverable error.

  This will happend with all Mahara instances that don't have the plugin
  installed.
