[Bug 1693062] Re: Inactive message after turing off secret URl's is improper
This relates to the functionality currently in development at
https://reviews.mahara.org/7763
The message should site closer to the heading for the secret URLs than
to the section below so that it's not mistaken for a message relating to
the second section on the page.

Placement of message when secret URLs are turned off needs correcting

Bug description:
Steps to reproduce:
1) Turn off aloowing public pages be navigating to site options>General settings>Allow public pages to NO and save it.
2)Navigate to pages & collections> select a page> click on edit this page> share
Result : You have to see this error message
" Your institution or site administrator has disabled public pages and
secret URLs. Any secret URLs you see listed here are currently
inactive."
The alignment of the above message is improper ( see attachemnet )
