Bug 1668888: Use more core functionality to unify screens

Bring title, layout and skins into the same
"Settings" screen and display them in panels.

Still to do:
- Fix existing Behat tests where needed
- Remove code that is not needed anymore

Title:
  Keep page editing buttons on all editing screens of a page

Status in Mahara:

Bug description:
  When you move between "Edit title and description", "Edit layout",
  "Edit content", "Select skin" of a page, you jump between different
  pages. "Share page" takes you off to another section and you can't go
  back to the edit screen easily.

  The suggested functionality keeps the main buttons available at all
  times so it is seen more as moving between different sections of the
  editing area rather than entering new pages.
