  Improve color contrast for link color in the Ocean theme

Bug description:
  Mahara master

  The color contrast fails for the link color #4DB1D6 in the Ocean theme
  as per http://webaim.org/resources/contrastchecker/

  The link color is at: /htdocs/theme/modern/sass/utilities/_bootstrap-
  variables.scss

  New color to be confirmed with Evonne.

  Then a full find and replace should be done to find other instances
  where the color is used.
