[Bug 1703255] [NEW] Mahara fails to validate Moodle installation where login is required

Public bug reported:

We're standing up Mahara 17.02 on RHEL 7 with PHP 5.6.5 and MariaDB
10.1. We're setting up integration with a Moodle 3.1 environment. This
Moodle environment uses CAS for authentication, with login required.
There is no default view for unauthenticated users. When we added Moodle
as a peer for Mahara (in Mahara), it tried and failed to validate the
existence of the Moodle environment:

[WAR] 32 (lib/peer.php:164) file_get_contents(https://XXXX): failed to
open stream: Redirection limit reached, aborting

On the Moodle side I can see numerous redirects to /login/index.php.

Oddly, SSO from Moodle to Mahara now seems to work, despite the
verification failure. I wouldn't have expected that, and that might be a
bug in itself.

** Affects: mahara
     Importance: Undecided
         Status: New
