this help file is used in the page htdocs/register.php

To test it:
 - go to an institution setting
 - set Registration allowed to 'yes' and Confirm registration to 'No'
 - save and log out
 - in the login form click the register link under the Login button
 - the Help button next to the title will display the text we are looking for
