  Is htdocs/view/urls.php still needed?

Bug description:
  When we added the patch https://reviews.mahara.org/#/c/7453/11 we
  added a new file called htdocs/view/accessurl.php which seems very
  similar to htdocs/view/urls.php

  And from my initial looking it doesn't seem to be used anymore
  Do we still need it?
