Bug description:
  To replicate:
  1. Create a page and add tags.
  2. Save the form.
  3. Go back to "Edit title and description".
  4. Delete the tags.
  5. Save the form.
  6. Go back to "Edit title and description".
  Expected result: The tags aren't there.
  Actual result: The tags have returned.
