  Remove Persona plugin from Mahara completely for 17.10

Status in Mahara:
  In Progress

Bug description:
  We made the persona plugin deprecated in 16.10 as Persona service was
  discontinued. The plugin was adjusted to allow administrators to move
  users to internal auth.

  Now that it's been a year we should remove the plugin altogether.
