Bug 1718538: 'Settings' lang string fix

if we can edit title and description of a view,
we should see 'Settings'.
If we can only edit the layout, as in a profile page,
then we should see 'Edit layout'.

  Page edit screen 'settings' button has wrong title

Bug description:
  It still says 'Edit layout' rather than 'Edit settings'

  I noticed this because a behat test had 'When I follow "Edit layout"'
  and I was surprised it worked as there was no edit layout button any
  more
