Bug 1720069: Replace the NZ PTC framework with new version

The standards for the teaching profession have changed
in Aotearoa New Zealand. Therefore, the old PTC
framework is removed and the new standard matrix
uploaded. The te reo M��ori framework is added as
well. That way we can illustrate what a non-English
framework looks like.

Added an upgrade path so that one can add the new frameworks to
existing sites
