  Forgot password message not display correctly for user with external
  auth

Bug description:
  The forgotpass.php hyperlink does not get rendered from the language
  file.

  The message: "The user you requested uses an external authentication
  method. <a href="https://myportfolio.aut.ac.nz/contact.php";>Ask your
  administrator</a> for help with changing your password. Or provide
  another username or email address."

  Is being displayed with the hyperlink escaped.
