[Bug 1713610] Re: Remove DB entry for archived file that has been deleted
If I remember correctly we wanted to keep the reference in admin
interface to alert mahara admin that they need to talk to sysadmin about
why the file has gone away - as this could happen when dataroot is on a
different server/partition and it's going away was a mistake/temporary.
So we need to have some sort of mechanism to be able to choose / delete
rows from the list where we prompt 'are you sure' for lines that still
have the archive but no prompt if the underlying file has gone away.

When an archived submission is deleted from the server, it is still
referenced in the admin interface. The entry should be deleted though.
