Title:
  Share page has title for 'pages' tab but not 'collections' tab

Status in Mahara:
  Fix Released

Bug description:
  There are couple of problems here

  1) The 'pages' tab title value is same as name of tab - it should be
  adding more info for screen reader rather than repeating the same info
  - something like 'Page access rules'

  2) The 'collections' needs a title info - something like 'Page
  collection access rules'
