  Edit layout button not working for some pages

  Fix Released

Bug description:
  Edit layout button not working for normal user's Dashboard and group
  home pages

  To reproduce
  1. Normal user Dashboard
  - Login as normal user
  - Go to pages & collections
  - Edit Dashboard page
  - Click on Edit layout

  Expected result: Redirection to edit layout screen
  Actual result: edit block screen is displayed again

  2. Group home page
  - Go to a group and edit the home page
  - follow same steps as with normal user dashboard
