  Help file missing when creating a new user (General account options -
  Licence)

  Fix Released

Bug description:
  Help file is missing and an error is displayed when accessing the help
  icon for the item

    General account options > Licence

  when the admin wants to create a new user

    Administation menu > Users > Add user

  The error displayed is "An error occurred trying to retrieve the help
  page."

  Seen on 17.04 but this error may also be in previous versions as well.
