Public bug reported:

In bug #1734166 we change the T&C infrastructure. It would be nice to
keep a draft T&C to make it easier to admins to prepare them rather than
publishing them immediately.

Admins should then also be allowed to link to these draft T&C in order
to show them to users a week / month before they are changed entirely.

This is a nice-to-have and thus not targeted for the 18.04 GDPR changes.
