We need the link to the metadata page to leave a comment on the file. We
could make the download link more obvious in the block itself and have
the download icon there upon hover over the row for example.

  - Show user what metadata exists for this item, including license info

  Reasons not to allow link to metadata page:
  - Avoid confusion
  - Stop one commenting on artefact outside normal context
