Bug 1742579: Update readme to mention what maximum versions tested

for things like OS, database, PHP etc so user knows it might not workl
on too newer system

Bug description:
  Because the release of a version of mahara is set in a point in time
  the version of things like PHP, MySQL, OS etc may become too new for
  Mahara to work with them correctly.

  So we need to indicate in the README.md file what things we've not yet
  tested with
