  Don't bold "Tags" in file browser description in blocks

Bug description:
  The word "Tags" stands out in the block configuration of a file block,
  e.g. "Image" or "Files to download" when it doesn't have to be.

  It should not be displayed in bold as it draws more attention than the
  file name.
