Bug description:
  We added a new cron job to refresh metadata for saml auth instances
  https://bugs.launchpad.net/mahara/+bug/1722435

  but we don't need to run this cron if there are no active saml auth
  instances or if the active saml auth do not set a
  'metarefresh_metadata_url' as there will be nothing to fetch
