  Character ":" in file folder not working in HTML Export

Bug description:
  - Tested in demo.mahara.org
  - Client Os : Windows
  - Chrome 64.0.3282.186, Firefox 58.0.2, Microsoft Edge 41.16299.248.0

  Steps to reproduce

  - Create a folder in content/files with ":" in name (Ex: "Test 18:10")
  - Import the folder in a portfolio page with the tool "Media/Folder"
  - Export to HTML with All my data
  - Look in the archive at /files/file/. The folder name is "Test 18:10" (Windows Zip extractor will transform it to "Test 18_10")
  - Look in the archive at /view/PAGE/index.html and we find url "../../files/file/Test 18:10/". Not sure if it is accepted as a valid URL.
