At the moment, you need to assign an institution to a SmartEvidence framework if you want to restrict access to a certain group of people. This is inflexible because
- you can only assign one institution
- this cannot be changed
- setting up people in separate institutions may not always be possible

It would be better if it were possible to
- assign access to a SmartEvidence framework in the admin area
- give access to more than one institution
- give access to specific groups as well in institutions that don't have full access so that for example 1st year nursing students at a large university can gain access to one framework and 2nd year nursing students at the same university to another while engineering students see yet another framework.
