Bug 1758135: Avoid overflow when dragging block choice

This happens for long named blocks, eg creative commons license

  Long block titles overflow block title area when dragging

Bug description:
  When a block title is very long, e.g. the Creative Commons block, then
  the text overflows the boundary of the drag area. This is a fix for it
  so that the text stays within the boundaries.
