[Bug 1756213] Re: MS Edge - drag & drop functionality not working
FYI: Drag and drop still worked in IE 11 for me. We'll need to look
further into why IE Edge wouldn't allow for it.

Environment tested: Master
Browser tested: MS Edge (Virtualbox)

Manual Test Script

Test Steps:
1) user browse to Main menu > User Content > Files
2) user use drag & drop functionality
3) user opens local file directory
Actual Result: User cannot change the size or move the local directory
to be able to see the Drag & drop area of the page.
Expected Result: User can move the local directory or change size so
that user can see the Drag & drop area to drop the files in.
NOTE: user can use the browse button to select and upload a file (this
is working)
Also tested on IE 11 on Win 7 = Drag & drop file but download was
hanging. never finished - Browse for file worked.
