[Bug 1758606] Re: User registration required fields missing "*"

These fields cannot receive the "*" because it is up to the users to
decide whether they wish to consent or not. If they do not consent, they
bear the consequences of not having an account. If we put the "*" there,
we would coerce them into agreeing even if they may not want to. This
way, it is less forced and they'll see the message when they review the
form.

Title:
  User registration required fields missing "*"

Status in Mahara:
  Won't Fix

Bug description:
  Environment tested: Master
  Browser tested: MS Edge (Virtualbox)

  ===================
  Manual Test Script
  ===================

  Test Steps:
  1) User want to register
  2) User does not do anything with 2 new Explicit consent switches
  3) user fills in all other required fields correctly

  Actual result: User gets an error message "Your account will not be
  created when you do not consent to the privacy statement." and "Your
  account will not be created when you do not consent to the terms and
  conditions."

  Expected result: these 2 new fields should have an "*" indicating it
  is a required field or some other visual indication that the user has
  to interact with the field

  Recommend: marking 2 fields with "*" or making the "Please read the
  privacy statement. If you do not consent to it, you cannot create an
  account on the site." red o that users know action needs to be taken
  for the 2 new Explicit consent switches.
