Bug 1759048: Update aria label in date picker
The screenreader would not read out the space
that is needed between the date and the time.
It was also missing that the time needs to be
in 24-hour format.

Bug description:
we need to add more information about the input format in the
datepicker text for the screen reader:
- say that we are using 24hr format, preferably at the end of the text
- screen reader reads correctly the date format and the time format, but it doesn't say we expect a space in between them: '2018/03/27 10:15'
