  Intro text to T&C legal page refers to privacy statement

Bug description:
  When you are on /admin/site/privacy.php and selected to edit the
  "Terms and conditions", the intro text still refers to the privacy
  statement:

  Edit the privacy statement for the entire site. The version you edited
  last becomes the current privacy statement automatically.

  It should read:

  Edit the terms and conditions for the entire site. The version you
  edited last becomes the current terms and conditions automatically.

  
  The problem only exists on the site level. The text is correct on the institution level.
