Bug 1759698: Bootstrap datepicker has it's own on change event

So we need to use that one instead of trying to capture the on change
event on the underlying input field

Bug description:
  The new date picker is not actioning a change on
  /admin/users/search.php

  To replicate:

  1. Have a few users with different last login dates.
  2. Go to /admin/users/search.php and open the "Advanced options"
  3. Use the drop-down and switch to "Users have logged in since" and "Users have not logged in since".

  Expected result: The result list changes to show the people with the criteria.
  Actual result: Nothing happens.
