  Jenkins looking for styling for html report when it shouldn't be
  running

Bug description:
   jenkins is failing at least one patch because it can't find the emuse
  plugin, or at least the styling for it...

  it errored at the end of a successful test run here:
  https://test.mahara.org/job/mahara-gerrit-multi/4487/console

  I am wondering if it is trying to open the test results because of a
  lazy check for a 3rd parameter that I made in mahara_behat.sh - i.e, I
  don't check what the parameter is, just try to open the report if
  there is a 3rd parameter.
