Title:
  Behat: Combine multiple tests for webservices into one

Status in Mahara:
  Confirmed

Bug description:
  webservices_master_switch.feature and
  webservices_switch_dependencies.feature can be combined into one test.
  It would be good to explore testing the functionality as well as
  whether the switches work too.

  To do:
  Enable/disable toggles at the beginning are a bit pointless. Just enable both switches.
  Figure out best way to test functionality.
