[Bug 1775538] Re: An admin should be able to send e-mail to selected users

Currently, an admin can send messages to multiple people. However,
everyone would see who'd also received that message, which would not
comply with privacy (DSVGO above is the Germany data privacy
regulation).

Title:
An admin should be able to send e-mail to selected users

Status in Mahara:
  Confirmed

Bug description:
In order to comply with the DSVGO users have to be regularly deleted, if they have been inactive for more than a year. Before they should be informed by e-mail (including how they can prevent the deletion).
An Admin is able to delete, but not to inform a set of selected users (like in moodle).
