"Sticky filter" for page activity report

Bug description:
When you go to a user report page and had previously selected a number
of users, the reports will be shown for those users, e.g. masquerading
report, page access, user details reports. However, that is not yet
the case with the page activity report as one of our new reports.
To replicate:
Have 5 accounts on your Mahara instance.
1. Log in as site or institution administrator.
2. Select 3 of the 5 users in Admin -> User search.
3. Click the "Get reports for selected users" button.
4. Expected result: You see "3 selected users" on the "User details" report page.
5. Click "Configure report" and selected the "Page activity" report.
6. Expected result: The 3 people you had selected earlier are still selected.
Actual result: All users are shown.
