Bug 1774524: Add behat step for scrolling element top to center of
viewport

This allows to get an element out of been hidden by a topbar menu

  Adding behat step to allow the top of an element to be scrolled to the
  center of the viewport.

  So that we can get the top of the element to be moved away from the
  top nav bar so that they that bit of the element is not hidden
