Public bug reported:

test/behat/features/site_content/help_icon.feature is consistently
failing on jenkins. This is possibly because chrome is outdated. It
passes locally. As updating chrome requires an upgrade of Ubuntu, it's
not simple to fix jenkins, so let's just comment out the failing lines
of the test in the meantime and put them back in when jenkins is up-to-
date.
