Need to backport at least the fix for the choosing of note deleting tags from parent note to 18.04
 - though it might be easier to backport the whole thing as nothing changes display wise and only functionality change is easier searching

  filter artefact chooser search by tag

Bug description:
  In the blocks that use artefactchooser, eg Note, Journal entry blocks
  we can do a search for artefacts by title/description only.

  It would also be good if we can also filter by tag(s) on the artefacts
  as well.
