  as an admin I am unable to access "6.3. Set up a group" and  "6.4.
  Inside a group" sections

Status in Mahara:
  Invalid

Bug description:
  This is happening on demo.mahara.org, as well as on my local machine.
  is this some settine issue or a bug?
