Bug 1790731: Allow custom url redirect

So a site can specify where a user ends up on normal login

Title:
  Allow post login landing url be customisable

Bug description:
  Have a way to specify a URL that directs members to on login rather
  than the dashboard page.

  In order to make it easy to change this redirect, there will be a
  setting in the site administration of Mahara where a site
  administrator can enter the URL to a Mahara page to which should be
  landed on directly after the user logged in.

  When a user clicks on the “Dashboard” link or the Mahara logo, they are taken to the regular Mahara 
  dashboard page as per normal. Only the first page right after login is affected by the redirect.
