Bug description:
  View block overlaps with Report objectionable material link

  To test:

  Create a page and add a "File to download" block on the third column
  Share the page to public
  Login with another user and access the page
  Click on the top right button "..."

  Clicking at the bottom of the "report objectionable material" text
  will trigger the download of the file
