Title:
  The filters on the "My tags" page are not alphabetized

Status in Mahara:
  In Progress

Bug description:
  When you are on /tags.php and open the filter drop-down menu, the
  options in there are not in alphabetical or any other order.
  Alphabetizing the list would be easiest so that the list is also
  alphabetized in other languages rather than a specific order set that
  works for English, but not in translations.
